Founding observation
Capability arrived before authority.
Organisations adopted systems that can act before they had any means of stating what those systems were permitted to accomplish, who was accountable for them, or how their actions would be evidenced. Capability was procured; authority was assumed.
The consequence is a widening gap between what machines can do and what any organisation can demonstrate it authorised. That gap is not a model problem. It is a governance and control problem, and it is solved at the action boundary.
Our mission is to give enterprises a durable, independent way to delegate machine authority deliberately — and to prove afterwards that they did.

How we build.
Independence
Enforcement must sit outside the system being constrained. A control plane that depends on the goodwill of the model it governs is not a control.
Model agnosticism
Organisations will run many models, frameworks and vendors. Authority should be defined once and applied consistently across them.
Purpose before permission
Access answers what a principal may reach. Authority answers what it has been asked to accomplish, for whom, and within which limits.
Accountable humans
Every consequential machine action should trace to a named sponsor who can be asked to explain it.
Evidence as a first-class output
If an action cannot be reconstructed and attributed afterwards, it was not properly governed.
Restraint in claims
We state what the platform is designed to do, distinguish preview capability from future architecture, and avoid claims we cannot substantiate.
CipherQuay is in private enterprise preview. Capability is being introduced in stages with a small number of organisations, beginning with discovery and delegation and extending into enforcement at the highest-consequence boundaries. We do not present customers, deployments, metrics or case studies.
CipherQuay is operated by Prodia Systems Limited, a company registered in Ireland. Contract, data-processing and jurisdictional details are confirmed in writing during engagement. Registered details and contact routes are to be published before general availability.
